Ed is a senior associate in the regulatory compliance and commercial dispute resolution teams. He advises on a wide range of contentious and non-contentious regulatory law issues, including compliance, regulator powers, and investigations. His recent casework has involved Ofgem, the Health and Safety Executive, and local authorities, amongst others. He has expertise in policy development and the drafting and interpretation of regulations, in challenges to regulators’ decisions, including through judicial review and statutory appeals, and in information law issues.
Ed also advises on commercial disputes, including contract and negligence claims. He has a strong track record of resolving disputes through the county court, High Court and Court of Appeal, and through mediations, arbitrations and adjudications. His specialist experience is combined with a broad understanding of the full spectrum of legal issues faced by businesses.
Prior to joining Penningtons Manches Cooper in 2018, Ed spent five years at the energy regulator Ofgem, where he was a senior legal advisor and head of enforcement casework. Ed was responsible for the delivery of a variety of investigations including into suspected breaches of licence conditions, industry codes, competition law, consumer protection law and REMIT. He managed Ofgem’s pipeline of new casework, helped lead its enforcement function and worked on policy development.
Ed trained and practised at Manches, qualifying into the commercial disputes team in 2009.
