Profile

Sarah is a partner in the commercial, IP and IT team and is based in the London office. She has a particular focus on technology law and its evolving application to commercial contracts combined with an expert knowledge of intellectual property and the full range of legislation surrounding data, networks and systems. Additionally, she has an in-depth understanding of the relevant regulatory and competition law surrounding technology transfer.

Acting for both tech sector clients, from SMEs to multinationals, and clients procuring technology from the tech sector, Sarah also works with public sector and pseudo-governmental bodies on critical policy and regulatory projects, particularly linked to the establishment of technology infrastructures to support AI and machine learning. She has recently been engaged to advise on a number of data infrastructure - governance structures for sharing data, whether commercialising data through marketplaces, sharing data through hubs or ‘pooling’ data for analytics.

Sarah is recognised for her expertise in IT and telecoms by The Legal 500 where she is described as ‘exceptional’ and ‘very impressive’. One recent client notes that ‘she has a huge amount of sector experience, understands our issues and helps us find solutions’. She joined Penningtons Manches Cooper in 2023 from a South West based law firm where she headed the IT and cyber team.

Recent work highlights

  • Acting for stakeholders on an initiative driven by the Williams-Shapps Plan for Rail, where access to quality rail data is seen to underpin delivery, including setting up a digital marketplace providing access to real time rail data.
  • Representing stakeholders on an important initiative of the Joint Fraud Taskforce, mandated by the Home Secretary, setting up a platform for participating financial institutions to track fraud using data analytics and artificial intelligence.
  • Advising an industry association on the development of an integrated payments system which enables contactless cards and other payment service technologies to be used to pay for end-to-end travel.
  • Acting for a payment service provider on a pre-consult with the ICO over the use of mobile phone numbers to facilitate payment services and considering the regulatory aspects of moving from a closed to an open loop system.
  • Advising a fast-growing technology and services company that integrates leading brands with online retailers globally and providing guidance on the regulatory implications of a marketplace operator stepping into the payment chain.
