Francis is a partner in the construction and infrastructure team in London, specialising in construction and major projects. He has substantial experience on high value schemes both in the UK and overseas and regularly advises on PPPs, hospitals, sports stadia, universities, skyscrapers, power projects and infrastructure using a wide range of procurement strategies. He has particular expertise in sustainable development, BIM and renewable energy.
A seasoned public speaker and contributor to the property and construction press, Francis co-authored the Chartered Institute of Building (CIOB) Complex Projects Contract 2013 and the Time and Cost Management Contract 2015. He sits on the Construction Industry Council's Green Construction Panel, and as a Fellow of the CIOB, he chairs its Contract & Procurement Special Interest Group and sits on the organisation’s Special Interests Steering Committee. He is also Vice-Chair of the City of London Law Society’s Construction Committee.
Prior to joining Penningtons Manches Cooper in 2016, Francis was head of the construction department at another leading City law firm. He is listed in the current editions of The Legal 500, Chambers UK and Who’s Who Legal. The Legal 500 commends his ‘efficient service’ and ‘breadth of knowledge of JCT contracts’ while Chambers UK notes his work for ‘prominent clients on high-profile commercial development projects throughout the UK’ and praises his ‘excellent technical knowledge and client service’. He is the editor of Sweet & Maxwell’s Construction and Engineering Precedents, one of the leading collections of precedents for the engineering and construction industry both in the UK and internationally.
