Tim is an experienced expert in the field of planning, development and compulsory purchase. As partner and head of the planning team, he brings a wealth of experience in navigating the often complex planning and infrastructure fields including highways, compulsory purchase orders, community infrastructure levy, and section 106 agreements.
He advises on all aspects of planning and its associated disciplines and is often called upon to provide strategic advice on proposed development schemes. This includes seeking realistic solutions to what can appear to be development preventing issues. Tim is increasingly instructed to advise on compulsory purchase orders by statutory undertakers seeking to promote orders to those subject orders or proposed orders.
I seek to work with clients to understand the needs of the project from an early stage. I find it vital, particularly with complex schemes, to understand the commercials, which goes hand in hand with my legal knowledge and experience in putting all this together into a workable solution.
With a diverse client base, including landowners, land promoters, developers, statutory undertakers and local planning authorities, Tim works on large mixed-use schemes. These include high-rise inner city redevelopment and residential-led town expansions and smaller high-value development schemes. At all times, he balances the complexity of planning and infrastructure requirements with his clients’ goals. Tim joined Penningtons Manches Cooper in 2018 having previously been head of planning at a top 50 firm.
