Penningtons Manches Cooper advises Somerville College, Oxford on landmark Ratan Tata Building project
Penningtons Manches Cooper is advising Somerville College, Oxford on the development of the new Ratan Tata Building, a landmark teaching and learning hub that will become a key part of the redeveloped Radcliffe Observatory Quarter, and provide a permanent home for the Oxford India Centre for Sustainable Development when it opens in summer 2027.
The firm has advised the college throughout the project’s lifecycle, from the initial philanthropic gift from the Tata Group, through the acquisition and development of the site, to the construction of the building itself. The Penningtons Manches Cooper team is led by commercial real estate partner Laura Gorman, with support from partner Simon Knott, commercial managing associate Edmund Forey, who advised on matters relating to the philanthropic gift, and construction partner James Hallas, who advised on construction arrangements for the project.
Occupying the final development plot within the prestigious Radcliffe Observatory Quarter, the new four-storey building will significantly expand Somerville’s teaching and learning facilities, creating space for research, collaboration and engagement, while strengthening the college’s position at the heart of one of Oxford’s most important academic districts.

The building has been designed as a sustainable academic hub, incorporating Passivhaus principles, air-source heat pumps, energy-efficient glazing, biodiversity enhancements and low-carbon materials. It will provide a range of academic and event spaces, including tutors’ studies, research rooms, seminar rooms, collaborative study areas, and a reception hall.
One of the project’s key achievements is the creation of a permanent home for the Oxford India Centre for Sustainable Development, a pioneering initiative dedicated to generating sustainable solutions for India and the wider world through research, scholarship and collaboration.
The project involved navigating a challenging timetable, coordinating multiple stakeholders, and supporting the delivery of an innovative and highly sustainable building on a prominent site within Oxford’s evolving academic quarter.
