Peter is a partner in the construction and infrastructure team and is widely recognised for his ability to combine deep sector knowledge with a clear, pragmatic approach. Originally trained as an engineer and having worked in-house at AMEC plc, he brings a rare perspective that bridges technical understanding with legal insight and commercial acumen.

For over 15 years, Peter has been central to the growth of the practice, leading many of its most complex and high-profile matters. He acts for major developers, investors, contractors and housing associations, with a particular focus on residential, student accommodation, hotel and commercial schemes. He also continues to advise on major projects in the energy, health and education spaces, including large-scale solar initiatives and forward-funded NHS and schools developments.

My role is to ensure projects are delivered on time and to budget and that my clients are supported and remain informed throughout. With decades of experience across development and construction, I focus on giving advice that is practicable and look to structure deals and lead teams to achieve these aims, wherever possible exceeding client expectations.

Peter’s expertise spans both contentious and non-contentious matters. He is particularly known for his skill in steering clients through large-scale developments, joint ventures, and procurement and funding arrangements, while also providing clear strategies on distressed schemes, disputes and insolvencies. His recent work has included advising on delays, defects and remediation and fire safety strategies under the government’s Building Safety Pledge, and also keeping regeneration projects on track despite market pressures and insolvencies.

Acting on large-scale developments for numerous G15 housing associations, local authorities and developers, advising on procurement, structuring and delivery of major development and regeneration schemes across the UK.

Regeneration and joint ventures

Assisting on a range of major regeneration and joint ventures, including Cornwall Council’s £600 million housing, investment and development programme and the Langarth Garden Village’s regeneration of 2,600 homes.

Development management deals

Advising on development management and planning enhancement deals, creating structures that maximise land value, support delivery of complex projects, and secure long-term investment opportunities for clients.

Green investment and renewables

Advising on localised energy efficient systems and improvements, including heat source pumps and localised solar systems, and site wide micro energy grids and renewable solutions, from waste to energy, solar and wind.

Insolvency related matters

Acting for a G15 member and its related group companies on a forward funded purchase of five blocks of 580 energy efficient homes in London when the developer and main contractor showed signs of financial distress.

Building and fire safety

Advising on a wide range of building and fire safety related matters for funders, developers, local authorities, and housing associations, including advice on the Building Safety Act, secondary legislation, government consultations, and the Developer’s Pledge.

Private rented sector schemes

Acting for leading private rented sector entities on new market models and funding arrangements, guiding clients on structuring, investment and delivery of innovative PRS schemes.

Major commercial projects

Advising on a range of major commercial projects and business parks across the country in the logistics, industrial and technology sectors, including creating several new business parks across the South and South West.

Disease investigation facilities

Working on the internal funding and development agreements for the Pirbright Institute to assist on the development of new facilities for zoonic and rare disease investigations.
