Andrew is a partner in the housing team, and has lead the firm’s housing development section since 2011. He has over 20 years’ experience of advising on the acquisition and development of land and property for housing of all tenures.

He acts for numerous registered providers of social housing, as well as developers and investors into the sector, focusing particularly on development site acquisitions and regeneration with associated advice on planning obligations, obstacles to development (and practical solutions), and infrastructure agreements. Andrew advises on joint venture agreements, funding and grant agreements, nominations agreements, overage and pre-emption agreements and on-going asset management liabilities and requirements.

I get satisfaction from finding solutions to seemingly intractable problems, or devising transaction structures which deal with the varied requirements of our clients and their counterparts. I provide clear advice and clients appreciate my willingness to provide a personal opinion on the options available based on my broad experience, whilst leaving them to make any commercial decisions.

Working closely with the firm’s specialists in construction, planning, banking, tax and housing management, Andrew provides a comprehensive service structuring transactions and covering the full spectrum of issues facing housing providers when acquiring and/or building new dwellings. He is recommended for social housing in the Legal 500 and is recognised by Chambers UK, where he is praised for his ‘fantastic knowledge’ and for giving ‘excellent advice which is clear and articulate’. Andrew is also a member of the Chartered Institute of Housing.

Advising a for-profit registered provider on the stock transfer of 174 recently completed and occupied affordable dwellings.

Acquisition of apartments

Acting on the forward funding and acquisition of 92 apartments in a new high rise tower block in London Borough of Wandsworth.

Land acquisition

Advising on the acquisition of land and planning obligations for the construction of 82 new dwellings in Hampshire.

Residential development

Acting for an investor in relation to the forward funded development of 184 residential units in Milton Keynes.

Water neutrality scheme

Advising on the planning obligations relating to a water neutrality scheme in Sussex to unlock sites for development.

Settlement agreement

Advising on a settlement agreement with the administrators of an insolvent developer and re-working the infrastructure agreements for a stalled development site for 212 new affordable apartments.
