Carlos is an associate in the construction and infrastructure team based in London. Dual qualified in both England and Wales and Spain, he has solid experience in dispute resolution, including international arbitration, litigation and mediation, and non-contentious matters related to energy and infrastructure projects.

Having worked as an in-house counsel, Carlos continuously seeks a greater understanding of his clients’ industries and is aware of the importance of risk assessment and providing clear, precise and practical advice to meet clients’ expectations.

Prior to joining Penningtons Manches Cooper in 2018, Carlos worked for an international contractor in the oil and gas and power generation industries, providing legal advice throughout the entire lifespan of concurrent projects in Europe, the Middle East and South America. He is a member of the Society of Construction Law, the Madrid Bar Association, the ICC Young Arbitrators Forum and the LCIA Young International Arbitration Group. Carlos recently completed an MSc in Construction Law and Dispute Resolution at King’s College London.

Recent work highlights

  • Acting for a contractor in multi-party proceedings over a permeable paving system. The dispute involved allegations of defective design and construction and a claim that the contractor had assumed ‘de facto’ responsibility for the design by recommending an alternative product.
  • Drafting adjudication submissions for a contractor in a claim against an employer to recover the amount retained.
  • Acting on behalf of a top 25 international contractor in multi-million pound Technology and Construction Court proceedings relating to a dispute arising out of the construction of an airport and frontier access road in southern Europe.
  • Acting for a subcontractor in an ICC arbitration relating to the construction of the jetty for a liquefied natural gas terminal in Chile.
  • Reviewing and negotiating a bespoke EPC contract and maintenance service agreement for a combined cycle gas turbine power plant with a total output of 400MW.
