Stock-owning local authorities are now in the regulatory spotlight more than ever. The Regulator of Social Housing (RSH) wrote to chief executives of stock-owning local authorities last year to remind them of their obligations under the Consumer Standards, with a particular focus on the expectations of the Home Standard in relation to health and safety.
In August 2020 it came to light that the RSH had written to 18% of Registered Providers of Social Housing about rent setting issues in the last financial year. This follows the introduction of a complex rent-setting regime under the new Rent Standard in April 2020 that, for the first time, applies to stock-owning local authorities.
With the level of regulatory engagement and focus shifting, what can stock-owning local authorities expect moving forward in terms of key risks and areas for consideration?
